The Third Estate believed Louis XVI and Marie Antoinette had too much power and was overspending the country’s wealth. The Third Estate revolted and beheaded both rulers. Then the Directory took over and later on Napoleon.

Tl;dr: France was weak and the practical "throne" was empty, Napoleon took the shot, and appointed himself leader.
